Terra-Xi High Council

The Terra-Xi High Council is the ruling body of Terra-Xi, and act like a general decision-maker. Whenever there is an issue that concerns all of Terra-Xi, the High Council convenes to discuss the risks and possible solutions. Originally made up of representatives from all leading countries of the world, as seen in the ill-fated League of Nations, or the United Nations of ancient history, this was changed to avoid any possible bias. The High Council still composes of people from across the planet, but the members are never publicly known. They are carefully screened so that only the most able and intelligent, with no personal bias, get through. Needless to say, you don't apply to join the High Council — they'll find you…

The High Council has supreme authority on the planet, backed up by the fearsome Sol Peace Force. In more recent years they've taken a more administrative role, preferring to let countries sort out their own problems and differences. Although, if the conflict is believed to be getting out of hand, and threatening the rest of Terra-Xi, you can expect the familiar black and gold colours of the Sol Peace Force soon enough. In the past, desperate generals, facing defeat, have resorted to forbidden, “dirty” weapons, such as nuclear or biological bombs have been swiftly crushed, and their leaders apprehended. The High Council has no tolerance for such tactics, and don't hesitate to make an example out of said generals.

However, the High Council wasn't founded purely to punish, and their forces are often seen on humanitarian missions. During times of natural or man-made disasters, the SPF is usually the first on the scene, treating the survivors, and helping to minimize the damage. During the month long rains of the Great Storm of '78, when the 80-km wide Hondores Dam burst, the High Council organized the evacuation of nearby civilians, provided food and shelter for the survivors, and helped to rebuild the dam (in it's current, glorious form). More recently, during the intense solar flares three years ago, when planet-wide communication was severely damaged, the High Council provided the use of parts of its own, shielded, network for emergency services, and provided technicians and supplies for the rebuilding of the most important services.
